Neighborhood Stabilization Program (NSP)

The Neighborhood Stabilization Program (NSP) ) builds healthy neighborhoods throughout the District. Under the program, the city is divided into two sectors and 39 neighborhood clusters. A neighborhood stabilization officer monitors each cluster for housing code violations and works with citizen groups to improve the neighborhood.

The NSP was started in November of 1999, when the Department of Consumer and Regulatory Affairs (DCRA) recognized the need to perform inspections for housing code violations more efficiently. DCRA studied the housing inspection programs of Chicago, St. Louis, Philadelphia, as well as DC metropolitan regions, and used the best components of each jurisdiction in the District of Columbia's Neighborhood Stabilization Program.

NSP staff works with the Neighborhood Services Initiative (NSI) to implement the Mayor's Strategic Neighborhood Action Plans (SNAPs), which identify the issues and projects that are most important to neighborhoods across the city.. Select from the following links for more information about NSP.
