David A. Clark came to the Department of Consumer and Regulatory Affairs (DCRA) as a business-process innovator whose tenure as Washington, DC Postmaster was marked by improved efficiency and customer satisfaction. As Director of DCRA, Clark has striven to employ the same managerial expertise that earned him a national "Executive Conference" award for operational success.
Clark started as a letter carrier and rose through the ranks of the Postal Service. As Postmaster from 1992 to 1999, he managed a workforce of nearly 6,000 employees, increased overnight delivery performance from 58 percent to 92 percent, and improved customer satisfaction levels from 71 percent to more than 90 percent, according to the Gallup Organization.
Clark holds a master's degree in business administration from The George Washington University. His BA in business administration is from Regents College, the University of the State of New York.
